These are marked in the outer ring T Swiss T usually and this one is too. What's unusual is the inner dial is marked swiss made when it's usually blank.
Not an expert on these but I suspect it's a champagne service inner dial post of era 2001.
Had a look on C24 and as you say most are T Swiss T as you'd expect.
There is one swiss only dial that would probably be a 99/00 service dial.
If legit, I also suspect like the 16600 Sea Dweller that all/most of the 'Swiss' service dials are exhausted now and Swiss Made now fitted at many service centres.
