When I was in business, I would answer every inquiry, no matter what. It's just good business practice, and it will certainly pay off for SAs when market conditions reverse.
As an aside, when I was dealing with Chinese suppliers, they mostly refused to say no. They would simply not answer. That was just their way. "No" was an embarrassment. I would tell them that in the West, we respect a "No" answer, and we're insulted when we don't receive a response. Did it do any good? No.
