They usually sign legislation with cheap pens that have their signature and the presidential seal on them. They stop after each stroke in their signature and grab another pen for the next stroke.
The pens are then given to people instrumental in the legislation.
I believe they used Parkers in the past. But I cannot remember for sure. I have had one. I believe it was a felt pen from Nixon.
Here is a video looks like they are using Cross now.
I consider Cross cheap. But it looks like an upgrade from the ones I have seen in the past.
