Not a dumb question at all.
They can ship it out of state, and you would pay the state sales tax where the watch is shipped. So, if you know somebody in states with low sales tax (like Delaware or New Hampshire which is essentially zero) , you pay that. To be honest, shipping to almost anywhere outside of NYC will be a benefit (8.5% tax for NYC).
