Describing what country a person is a citizen of is not of any value in identifying him physically. Race typically is.
It seems odd, but at this moment in history most federal, state and local police, as well as other government entities use use Black and African American interchangeably... along with white, Asian, Native/American Indian/Native Alaskan, Native Hawaiian. There are nuances and variations and sometimes other groups differentiated.
