And there are so many examples of that: This weekend I put an offer to buy a property in Lakeland, FL. A small city "on the way to Orlando" and I got over-bid by 15k from the listing price. A person made a $15k (25% of the listing price) offer over listing without even knowing if the property had other offers on it. Insane.
Not sure if you'd call it cheap money but people do buy whatever they want when they want it these days.

As for the real estate thing, putting in over asking offers is a way of life in areas like California where real estate is hot. I'm guessing the person wanted the property. And I'm also guessing he'll probably do just fine on the above asking price.
