Rolex Presidential Hour Markers
Can someone help me understand why the markers moved on my watch , is this normal. It's a 1989 presidential 18238 movement . Is this normal?

I’d guess that this was not originally a diamond dial, and perhaps the more centered set of lume plots were placed there to cover up holes from the original markers? Certainly someone has messed with it.
