The problem from their perspective is the bracelet may fail and fall off the wrist and onto the ground after it was serviced.
And then the owner will be coming back at them because they were supposed to have "serviced the watch" and that shouldn't have happened.

The operative word being "May" no guarantee that it will fail in any way just their Subjective opinion.

Rolex cash grab and bullying in my eyes, they have no right to condemn a bracelet because its had a refurb.
