Interesting it looks exactly the same. So just cape cod? And it came off? Did it take layer of ceramic off the bezel too?

Yikes that's an expensive replacement... Curious if cape cod will take it out! I have a hard time believing that it would, unless the scratch really "paint" transfer on top of the ceramic.

The cape cod did work for m, I was light with it and I did not see any change to the ceramic. Nor did RSC when they inspected the watch during full service.

I think this is it. Some kind of transfer to the ceramic.
If polishing actually buffed out a scratch, that would mean it removed some ceramic material. I would think that would dull the sheen at that point.
But a persistent transfered material would be removed by the polishing.

I think you have a plan of action.
Try the cape cod cloth (protect the metal).
If that doesn't work, seek advice from an AD and/or RSC.

Have you tried using a pen eraser on it? I thought I’d scratched my PAM Submersible ceramic bezel but it was residue of whatever had come in to contact with it.

There are specialist pens to get rid of them but found the pen eraser worked over several goes.

I could be wrong, but thought I remembered that replacing a ceramic bezel was something that is very difficult to do yourself and costs around $1,000 to get done by AD/Rolex. If it bothers you or you think it's important for resale, might as well try the DIY remedies mentioned here and if it doesn't work or the Cape Cod cloth mars the bezel, have it replaced by AD.
