My local AD in my small market had a full page ad in the Sunday paper.

It means he had the budget, and graphic design, to advertise in the newspaper.

I wouldn't look too much into it. Rolex dictates to AD's what watches they feature in ads, the style of the ads, and even the placement.
Any time I go through the airport I text my AD with a photo of one of their adverts featuring a Daytona, GMT, or Submariner as a joke. They frequently tell me, somewhat annoyed, that they're made to advertise watches they don't have, which leads to dozens of calls every day with people asking if they have in stock watches they obviously don't have, but are made to feature. |

It means as much as the Rolex billboards on the highway advertising watch models they haven’t had in years. It gets customers in their store to sell them a pair of earrings or Brietling/Omega.

It means that a clause within the Rolex distribution agreement obliges ADs to spend X annually on marketing in Y geographic area (all ads and copy must be approved by Rolex). Your AD hadn’t spent enough this year so before year end he ditched some dollars to fulfill the contractual terms.
No it doesn’t mean the AD miraculously has that watch nor any other variant, rather they’re just abiding by contract terms which if violated could put the AD status in jeopardy.

He must have received a few DDs he's keen on selling, with the holiday season fast approaching.
