This decision is about you not them. You have concerns, you know what you like, want and enjoy. If someone else made choices or decisions for a group to do something you are not interested in doing for whatever reason, you are not obligated to attend. Simply let them know you are feeling uneasy, you'd prefer to sit this one out and trust it will be a fantastic time for everyone who goes.

Personally, I wouldn’t over think it. If a great friend is having this organized, I will inherently trust his judgment and get ready for a good time.

I think if your concern is safety, then the real decision comes down to how much you trust the friend.

If you trust him, and he says he will take care of you, then I wouldn't worry about it. In many parts of the world, being in the company of the locals who know their ways around is usually the safest bet.

If you don't trust him, the decision is obvious.

On the other hand, if you are simply not thrilled about going to the party (not because of safety concerns), just politely decline. Time spent on things you don't enjoy is time wasted.

I’ve never felt unsafe in Mexico… odds are the city you live in is about as unsafe these days. Would you be scared of going to Chicago?

Just from my own personal perspective, I wouldn't go. Not because of the expense, or the travel, or the potential for trouble. I wouldn't go because 1) unless something has radically changed, bachelor parties are generally a poop show, 2) usually at least one person is going to behave wildly, and 3) I don't want to be the old guy in this setting.

I also think the fact that this was scheduled in full knowledge of your reservations kinda invites you to politely decline.
